Context and Background​

Recent leadership interactions with Public Sector Undertakings (PSUs) in New Delhi revealed a strong convergence of intent among PSU heads, policymakers, and institutional leaders to reposition Corporate Social Responsibility (CSR) as a strategic lever in India’s journey towards Viksit Bharat.

These engagements underscored a shared recognition that CSR must evolve beyond fragmented, compliance-driven initiatives to become a coordinated national instrument—aligned with public policy priorities, executed at scale, and governed through transparency, accountability, and measurable outcomes.

At the same time, concerns were expressed that frequent changes in CSR guidelines, thematic priorities, and reporting frameworks often limit the ability to plan long-term interventions and assess true impact. Sustainable outcomes in education, healthcare, nutrition, skilling, and rural development require policy stability and continuity over multiple years.

The proposed Role of CSR in Viksit Bharat Conclave seeks to bring together PSU leadership, private sector leaders, government representatives, regulators, senior industrialists, and media at Sathya Sai Grama Muddenahalli, a living ecosystem of large-scale service delivery, to deepen dialogue, align intent, and chart collaborative pathways for national development.

Purpose of the Conclave​

The conclave aims to:

  • Define the strategic role of CSR in achieving Viksit Bharat

  • Explore how PSUs, private sector corporates, government, and industry leaders can jointly contribute to national priorities

  • Enable post-Budget policy dialogue on CSR direction, governance, and institutional alignment

  • Deliberate on the need for policy consistency and stability in CSR frameworks to enable long-term planning and credible impact measurement

  • Create a shared CSR framework that is scalable, outcome-driven, and institutionally aligned

  • How can CSR be aligned more closely with national development priorities?

  • What roles should PSUs and private sector corporates play—individually and collaboratively—in nation-building?

  • How can government and regulators enable greater scale, convergence, and accountability?

  • How can CSR policies remain stable and predictable over time to allow for measurable, long-term outcomes?

  • What governance, funding, and measurement frameworks are required for credible, high-impact CSR?

  • How can media shape a responsible and transparent CSR narrative that strengthens public trust?
